Abstract: Banknotes may be shredded by a scrap machine, ripped up by hand, or damaged in accidents. This study proposes an image registration method for reconstruction of multiple sheets of banknotes. The proposed method first constructs different scale spaces to identify keypoints in the underlying banknote fragments. Next, the features of those keypoints are extracted to represent their local patterns around keypoints. Then, similarity is computed to find the keypoint pairs between the fragment and the reference banknote. The banknote fragments can determine the coordinate and amend the orientation. Finally, an assembly strategy is proposed to piece multiple sheets of banknote fragments together. Experimental results show that the proposed method causes, on average, a deviation of 0.12457 ± 0.12810° for each fragment while the SIFT method deviates 1.16893 ± 2.35254° on average. The proposed method not only reconstructs the banknotes but also decreases the computing cost. Furthermore, the proposed method can estimate relatively precisely the orientation of the banknote fragments to assemble.

Abstract: In the current study, we examine the effects of the number of subway stations as well as magnitude of subway ridership on crime in 1/4-mile egohoods in New York City, while accounting for structural characteristics and land uses. Longitudinal analyses are conducted using a set of negative binomial regression fixed effects models. We found that the number of subway stations have crime-enhancing effects for robbery, aggravated assault, burglary, and larceny, but crime-reducing for motor vehicle theft. We found mixed findings for subway ridership across different crime types. We also found that the effects of subway stations are moderated by the proportion of retail land use in place. The findings provide evidence that subway stations and ridership have important consequences for the spatial patterns of crime.

Abstract: This study aimed to (a) reliably obtain intermittency periods (i.e., time gaps between incarcerations) using days as the unit of time and (b) investigate the effects of mental health needs assessed during the first incarceration on the hazard of subsequent reincarcerations among justice-involved youth (JIY). The multiyear administrative data from Harris County, TX, contained 28,255 JIY who were followed up until 18 years of age. There was a progressive shortening of the time gaps between incarcerations over time. Results of conditional Cox models revealed that mental health needs had sustained, though weakened, effects on future intermittency periods. An increased reincarceration risk (shorter intermittent intervals between incarcerations) was associated with higher self-reported ratings of Alcohol/Drug Use and Angry-Irritable. A decreased reincarceration risk (longer intermittent intervals between incarcerations) was associated with higher self-reported ratings of Depression/Anxiety and Somatic Complaints. Theoretical and practical implications are discussed.

Abstract: Defence doctrine is an important indicator of armed forces′ intentions and capabilities. Since the policy of defence modernization was introduced in China in 1973, the war-fighting doctrine and strategic principles of the People′s Liberation Army (PLA) have undergone two major changes. The first change came in the late 1970s. The Maoist doctrine of the “people′s war,” which had been prevalent in the late 1960s and 1970s, was replaced by a new doctrine of the “people′s war under modern conditions.”

Abstract: At the 15th Chinese Communist Party (CCP) Congress held in September 1997, Chinese leader Jiang Zemin announced that the People's Liberation Army (PLA) would reduce its manpower by 500,000 in the next three years. This is apparently a new step to deepen the military reform that Deng Xiaoping had initiated in early 1980s. Such reform aims to transform the PLA from a manpower-based military geared toward fighting a major defensive “people's war” to a technology-based military capable of forward deployment to deal with more variegated local contingencies. While substantial research has been done on major aspects of this reform, changes within major PLA organizations, such as the Central Military Commission (CMC), the higher command structure, the research and learning institutions, and the force structure, have not been adequately and systematically analysed. This study intends to shed light on these changes. Such a study is necessary and significant also because it helps towards an understanding of the extent, direction and problems of China's defence modernization drive, which may have important implications for Asian security. Finally, it provides an analytical framework for research regarding further organizational changes of the PLA.

Abstract: The determination of the sequence of intersecting lines is an important part of questioned document examinations. A fluorescence technique was used to determine the sequence of heterogeneous intersecting lines produced using inkpad ink, stamp‐pad ink, ballpoint pens, gel pens, fountain pens, colorants of carbon paper, photocopiers, laser printers, and inkjet printers. A Ste REO Discovery.V20 equipped with the ZEN Blue Lite software was chosen to perform the tests. As the results obtained from the study were positive under most conditions, the fluorescence technique was found to be very successful in determining the sequence of intersecting lines from ballpoint pen, gel pen, fountain pen, photocopier, laser and inkjet printers, and inkpad inks. The method was also successful in determining the sequence of intersecting lines from ballpoint pen, photocopier, laser printer, and stamp‐pad inks under most conditions. The technique was not successful in determining the order of crossing lines blending together.

Abstract: Workplace violence (WPV) against health workers is a public concern worldwide. Yet little is known about WPV in Chinese county level hospitals and its risk factors. The current study aimed to examine the prevalence of and the risk factors of WPV in county hospitals. A total of 1,388 health workers were interviewed in eight county hospitals in four counties of Zhejiang Province. Results indicated that 7.8% of participants suffered physical attacks and 21.2% suffered physical threats, 51.6% experienced or witnessed Yi Nao (medical disturbance created by gangs using extreme means to obtain compensation from a hospital) at least once in the past year. Physical attacks were seen significantly more in physicians (10.9%) than in nurses (5.9%). Physicians were threatened at 27.1%, followed by nurses at 20.2%. Compared with general medicine, health workers working in emergency were significantly more likely to suffer physical attacks (odds ratio [OR] = 2.7, 95% confidence interval [CI] = [1.4, 5.2], p 〈 .01) and WPV (physical attacks or threats; OR =2.5, 95% CI = [1.6, 4.1], p 〈 .001). Being encouraged to tolerate WPV was correlated with physical attacks (OR = 6.1, 95% CI = [3.5, 10.4], p 〈 .001) and WPV (OR = 6.7, 95% CI = [4.6, 9.8], p 〈 .001). Health workers in county hospitals were vulnerable to encounter WPV. This highlights the need for a focused systematic prevention concerning health workers’ safety and governmental regulations and the need for hospitals to encourage their employees to report the WPV.
