Abstract: This article offers a fresh perspective on the establishment of a one-party constitutional structure in China from 1948 to 1954, using documents and first-hand accounts published in China over the past two decades. These documents suggest that the Stalinization of China cannot be understood outside the larger context of the political Stalinization of the rest of the Communist world. Stalin played a critical role in determining the pace of political reform in China, and he actively encouraged Mao to allow non-Communists to take part in the Chinese electoral process and in the writing of the Chinese constitution. Although Mao would have preferred to establish a Soviet-style one-party system right away, he readily yielded to Stalin's advice. Mao chose to obey Stalin's dictates for political reform so that he could gain greater independence in domestic economic policies.

Abstract: This article provides a quantitative assessment of contemporary beliefs about historical events by econometrically identifying ‘break points’ in C hina's domestic bond market from 1921 to 1942. We find that these ‘break points’ usually coincided with the events highlighted by the S hanghai N ewspaper —an influential daily newspaper produced during the time of the R epublic of C hina. These events are also generally considered to be crucial by historians—for example, the J apanese invasion of M anchuria and the outbreak of the S econd S ino‐ J apanese W ar. However, some events to which historians attach great importance, such as the conflicts between Nationalists and Communists in the 1930s, were not reflected in the bond market and did not attract much media attention. Some events, such as the S ino‐ J apanese ceasefire in T anggu in 1933, were thought to be crucial by contemporaries, but have been downplayed by later observers.

Abstract: This paper qualitatively and quantitatively examines the development of the sovereign debt market in Prewar China under different governments. During the Beijing Era (1912–26), accompanied by the establishment of necessary financial institutions, the sovereign debt market emerged to meet fiscal needs. Surprisingly, the Nationalist government, in power from 1927, successfully cultivated a robust market characterized by its expanding size and liquidity. Setting itself apart from its predecessors, the government established credibility as a borrower in two key ways. Firstly, it demonstrated unwavering commitment to debt service by settling previous debts and offering well‐structured new ones, even during challenging times. Furthermore, the government escrowed fiscal revenue, pledged for debt repayments, to a semi‐independent committee of private bankers on behalf of debtholders, enhancing public confidence. Secondly, the government showcased its ability to secure tax revenues for debt repayments. However, starting from 1931/2, the debt market experienced a decline due to the government's compromised ability to pay resulting from external wars and shifting political priorities that weakened its commitment to debt repayments. Empirical evidence confirms the market's responsiveness to regime shifts and policy changes. This paper sheds light on how a nascent autocratic government can successfully borrow from the public.

Abstract: How did the telegraph improve market integration in late imperial China? This study exploits differences in the exogenous timing of telegraph construction in different prefectures from 1870 to 1911. The empirical results show that the arrival of the telegraph within a prefecture pair reduced the ratio of the two prefectures’ monthly high‐grade rice prices by 6.6 percentage points in nine southern Chinese provinces, or 17.2 per cent of the mean of the dependent variable. The main results are robust to controlling for institutional or transportation changes occurring during the same period, to using an alternative measure of market integration, to using prices of mid‐grade and low‐grade rice, and to excluding outliers with low data quality. In addition, the effect of the telegraph was stronger for prefecture pairs in which information transmission was more costly, and traditional long‐distance traders played an important role in the telegraph's promotion of market integration. In conclusion, our findings help us understand how a new information technology enhanced market integration in a premodern agrarian society with an established commercial network.

Abstract: When the long-time Soviet leader Iosif Stalin died in March 1953, China was in the midst of a social transformation that was generating widespread anxiety and social tensions. Such sentiments were reflected in 30 reports compiled by Xinhua reporters of the Chinese Communist Party (CCP) concerning ordinary Chinese citizens' reactions to the death of Stalin. Some Chinese citizens had supported Stalin and, by extension, the CCP and were anxious about the CCP's ability to survive and rule in an uncertain post-Stalin world. Others were happy to see Stalin's departure and waited hopefully for the collapse of the CCP. This article assesses the wide range of opinions as reflected in the CCP's internal reports.
