    Abstract: The LGBTQIA+ (lesbian, gay, bisexual, transgender, queer, intersex, asexual) community in Vietnam faces discrimination which consequentially increases their risk of HIV infection and sexually transmitted diseases. The question is one of what practical methods might be introduced in Vietnam to strongly support the LGBTQIA+ community in protecting and maintaining health for themselves, their families, and society. How will advice best be delivered? To answer these questions, we conducted research at the Blue Sky Club in Ho Chi Minh City. We evaluate the effectiveness of health education communications and recognize that the LGBTQIA+ community has a different perspective on discrimination to the majority, and they consider discrimination a motivating force in their lives. This research takes account of the diversity of sexual orientation in the LGBTQIA+ community and yet acknowledges their desire is to be equally recognized by society.

    Abstract: This study analyzes the impacts of parental absence due to migration, death, or divorce on children’s school enrollment in Vietnam. We find children from two-parent families have a better chance of enrolling at all levels of education than those from single-parent families. Within single-family types, the negative effect on children of parental divorce is higher than that of parental death, while the effect of parental migration is the lowest. We find that children living with a single mother tend to have higher school enrollment than those living with a single father, indicating the critical role of mothers in children’s education.     Abstract: Vietnamese Law on foreign investment contains all provisions related to foreign investment in Vietnam and investment from Vietnamese businesses abroad. Although the Vietnamese policies on foreign investment have been regularly amended and supplemented, some inadequacies affect the attractiveness of Vietnam as a foreign investment destination. These inadequacies are in the 2020 Law on Investment provisions, the 2012 Law on Cooperatives, Decree No. 01/2021/ND-CP on business registration compared with the 2020 Law on Enterprises, and the Civil Procedure 2015. Specifically, according to current provisions, foreign investors cannot establish sole proprietorships and business households in Vietnam. If the investor is a non-resident individual in Vietnam or a foreign legal entity, they are not allowed to launch or become a member of a cooperative in Vietnam; regarding investment registration certificate when foreign investors show economic organizations in Vietnam; regarding dispute settlement mechanisms in investment activities of foreign investors in Vietnam, etc. Therefore, this article makes recommendations on amending and supplementing the above provisions. It contributes to promoting investment attraction policies and creating equality between foreign and Vietnamese investors in investment activities in Vietnam.

    Abstract: This paper focuses on local people’s participation in the development of ecological cultural tourism in the Vam Nao reservoir area of An Giang Province, located approximately 180 kilomteres southeast of Ho Chi Minh City, Vietnam. Building on experiences of several countries on how to involve local people in natural resource management and ecotourism development, we interviewed 95 in-depth stakeholders related to natural resource management, tourism, environment, and people’s participation; distributed questionnaires to 340 tourists; and synthesised field survey data from 500 online visitor surveys. On the basis of analysis and evaluation of these materials, this paper suggests a new policy on tourism for An Giang provincial leaders involving preservation of local cultural values as support for ecological and cultural tourism in the studied area. In the last section, the paper makes recommendations for increasing community participation in areas similar to the one studied herein.
