    Description: The study "Towards a Single and Innovative European Transport System" is developing action plans for the establishment of an integrated transport system in Europe. This report was created in a joint effort between VDI/VDE Innovation + Technik GmbH (Germany), Wuppertal Institute for Climate, Environment and Energy (Germany) and the Centre of Research and Technology Hellas, CERTH (Greece) on behalf of the European Commission's DG MOVE. Focus of the report is the international assessment of six different countries - Brazil, China, India, Japan, South Korea, USA - in five focus areas across all transportation modes. It provides actions plans on how to overcome existing European barriers towards a single and innovative European Transport System based on best practices and lessons learned in the countries under study. In addition to the actions plans, the study also provides recommendations for international collaboration.

    Description: Electric mobility is beginning to enter East African cities. This paper aims to investigate what policy-level solutions and stakeholder constellations are established in the context of electric mobility (e-mobility) in Dar es Salaam, Kigali, Kisumu and Nairobi and in which ways they attempt to tackle the implementation of electric mobility solutions. The study employs two key methods including content analysis of policy and programmatic documents and interviews based on a purposive sampling approach with stakeholders involved in mobility transitions. The study findings point out that in spite of the growing number of policies (specifically in Rwanda and Kenya) and on-the-ground developments, a set of financial and technical barriers persists. These include high upfront investment costs in vehicles and infrastructure, as well as perceived lack of competitiveness with fossil fuel vehicles that constrain the uptake of e-mobility initiatives. The study further indicates that transport operators and their representative associations are less recognized as major players in the transition, far behind new e-mobility players (start-ups) and public authorities. This study concludes by identifying current gaps that need to be tackled by policymakers and stakeholders in order to implement inclusive electric mobility in East African cities, considering modalities that include transport providers and address their financial constraints.

    Description: Originating from East Asia, the perennial red macroalga Gracilaria vermiculophylla (Ohmi) Papenfuss has successfully invaded several temperate areas of the Northern hemisphere and continues to spread. In its new range, the seaweed tends to form local mass appearances and to dominate the native community. A high tolerance towards both abiotic and biotic environmental stressors could explain the invasion success of this species. I therefore compared the stress resistance of G. vermiculophylla from six native populations from South Korea and China and eight invasive populations from Europe and NW-Mexico. In short-term experiments G. vermiculophylla individuals were exposed to 1) heat shock, 2) UV-C-radiation and 3) elevated copper concentrations in the water. In a long-term experiment the seaweed had to cope with depletion stress (darkness in combination with low temperature and dryness) for several months. All experiments were carried out twice - one time in the native range in Qingdao, China and one time in the invaded range in Kiel, Germany - to rule out local acclimation effects. In order to compare the resistance against herbivory individuals of native and invasive G. vermiculophylla populations were fed to snails from the native (Littorina brevicula) and the invasive (Littorina littorea) range. In the Baltic Sea, G. vermiculophylla might threaten the habitat-forming native brown alga Fucus vesiculosus through direct competition for resources and by providing a shelter for mesograzers, which prefer to feed on F. vesiculosus. Mesocosm-experiments were conducted over one year in the Kiel Fjord in order to test the direct and indirect effects of G. vermiculophylla on F. vesiculosus.

    International Collective in Support of Fishworkers (ICSF) | India

    Description: The International Collective in Support of Fishworkers (ICSF) has released the latest edition of its popular fisheries publication – SAMUDRA Report, its triannual journal on fisheries, communities and livelihoods. SAMUDRA Report No. 88, dated December 2022, has a special focus on the International Year of Artisanal Fisheries and Aquaculture (IYAFA 2022), with reports from several regions of how the year was celebrated as well as the ICSF Statements made at the IYAFA 2022 Asia Workshop. The editorial Comment points to how the abiding message of IYAFA 2022 should be that the social pillar of sustainable development ought to be strengthened to protect the future of lives and livelihoods in the small-scale fisheries subsector. A report from the United Nations Oceans Conference 2022 details how representatives of small-scale fishing communities – the most numerous ocean users –launched a Call to Action in a conerence that brought together two main protagonists: those clamouring for reforms in ocean governance to ‘Save Our Ocean’, and those clamouring for reforms to open up the ‘Blue Economy’. The article from Taiwan says that securing the rights of migrant workers in the nation’s fisheries is an ongoing and evolving process...     Description: The number of motorcycle taxis has soared in East African cities over the last decades, filling a gap in mobility needs while providing revenue opportunities to drivers. However, poor road safety combined with contribution to carbon emissions and air pollution creates a sustainability conundrum, which has led governments to control or repress the mode, yet without much success. After reviewing the characteristics and regulation of motorcycle taxis in Nairobi, Kigali, and Kampala, this study investigates the existence and impacts of two recent trends: digitalization and electrification. A comprehensive approach is adopted with a systematic review of the literature and policies, completed by field research and key informant interviews. We find out that electrification is mostly associated with positive impacts covering a spectrum of environment, economics, health, and social-related benefits, while the benefits of digitalization are more uncertain or contested. Impacts are however limited for both at the time of study as digitalization is highly volatile and electrification nascent. In conclusion, the paper identifies an interlinkage between the trends via the example of data, and further key research needs.

    Description: Also in the global South, transport already significantly contributes to climate change and has high growth rates. Further rapid motorisation of countries in Asia and Latin America could counteract any climate efforts and aggravate problems of noxious emissions, noise and congestion. This Paper aims at connecting the need for transport actions in developing countries to the international negotiations on a post-2012 climate change agreement. It outlines the decisions to be taken in Copenhagen and the preparations to adequately implement these decisions from 2013. Arguing, that a sustainable transport approach needs to set up comprehensive policy packages, the paper assesses the substance of current climate negotiations against the fit to sustainable transport. It concludes that the transport sector's importance should be highlighted and a significant contribution to mitigation efforts required. Combining the two perspectives lead to several concrete suggestions: Existing elements of the carbon market should be improved (e.g. discounting), but an upscale of the carbon market would not be an appropriate solution. Due to a lack of additionality, offsetting industrialised countries' targets would finally undermine the overall success of the climate agreement. Instead, a mitigation fund should be established under the UNFCCC and financed by industrialised countries. This fund should explicitly enable developing countries to implement national sustainable development transport and mobility policies as well as local projects. While industrialized countries would set up target achievement plans, developing countries should outline low carbon development strategies, including a section on transport policy.
