4차 산업혁명시대의 도래와 「신한반도 체제」구상에 따라 정부는 매년 실시하던 정부연습을 새로운 연습체계로 전환할 준비를 하고 있다. 기존 정부연습은 메시지 위주의 도상훈련으로 진행되어, 실전감이 결여되고, 각 기관과의 상호연계성이 부족하며, 충무계획의 검증이 제한되는 등의 한계가 있었기 때문에, 국내 및 국제 안보정세와 환경변화를 고려하여 우발상황 대비능력 향상을 목적으로 하는 시뮬레이션 기반 비상대비 정부연습체계 개발이 필요하다. 시뮬레이션 기반 비상대비 정부연습체계는 기존의 정부연습 중앙통제단 및 통제관을 정부연습·모의단으로 편성하여 시뮬레이션에 필요한 연습시나리오를 작성하고, 이에 필요한 각종 데이터베이스 상에서 연습이 진행되어 실전적 대응능력을 향상시킬 수 있는 연습체계이다. 또한, 정부 및 각 지자체가 함께 공유할 수 있는 공통 상황도가 개발되어 기존의 비상대비시스템과 연동되어 실시간 연습정보를 공유하고, 통합상황조치와 신속한 상황전파가 가능하게 된다. 다양한 우발상황을 부여하여 연습을 진행함으로써 각 기관장과 지자체장의 의사결정능력을 향상 시킬 수 있으며, 상황조치에 대한 정량적인 연습평가를 통해 연습 간 문제점 및 개선방안을 도출할 수 있다.

In accordance with the advent of the Fourth industrial revolution era and the 「New Korean Peninsula regime」(「신한반도 체제」), the government is preparing to convert its annual government exercises into a new system. Therefore, it is necessary to develop simulation-based government training system to improve the capability against contingency considering the change of domestic and international security situation. As existing government exercises were proceeded as message-based on-map training, the exercises had limitations that they lack in practicality, interconnection among each institutions, and in verifying the chungmu plan. On the simulation-based government training system for emergency, simulation agents are composed of existing central control team and agents of government exercise and the agents create exercise scenarios. The exercise is the system that can improve the ability for practical respond as it is conducted based on various databases necessary to the exercise and following the practical scenarios. As the process of development completes, a situation diagram, which can be shared in real time among central and local governments, would be developed and interlocked to the existing emergency preparedness system. And it may enable the sharing of real time information of exercise, integrated situation measures, and rapid propagation of situation. The simulation-based government exercise model would improve the ability of decision making of each directors and heads of local governments, and derive problems and improvement plans of the exercise through the quantitative evaluation.
