    Description: This paper offers a comparative analysis of small wind electrification programmes targeted at remote sheep farming households in two of the windiest regions of the world, Argentine Patagonia and the Falkland Islands/Islas Malvinas. Despite comparable environmental conditions and local livelihoods, their impact was vastly different. Insights from socio-technical systems and strategic niche management approaches offered a deeper understanding of the local context and development dynamics, facilitating the identification of the critical success factors that contributed to these two distinct outcomes and finally highlighting those that can inform the design of future such initiatives. The research is based upon a series of semi-structured interviews with key stakeholders, observational field visits and review of archival sources. The critical factors identified by this case study research include strong and consistent institutional support, investment in robust equipment creation of effective feedback loops from the field and hybridisation. Additionally, a user centred approach that assesses whether small wind is really the right option for each individual household and if so, matches an appropriate energy system to their unique and evolving needs. Finally, empowering users to take on as much responsibility for maintenance as possible by integrating maintenance practices with local culture and ensuring the support of an effective decentralised maintenance network.

    Description: Deutschland ist auf dem Weg zu einem Stromsystem, welches sich zu 100 Prozent aus Erneuerbaren Energien speist. Verschiedene erneuerbare Erzeugungsoptionen stehen dabei zur Verfügung. Noch befinden diese sich in einem koexistenten Wettbewerb mit fossilen Energieträgern (Inter-Wettbewerb). Im vorliegenden Beitrag entwerfen die Autoren ein Marktdesign, welches einen fairen Wettbewerb der erneuerbaren Erzeugungsoptionen garantieren soll (Intra-Wettbewerb). Ihr Ausgangspunkt ist dabei das Gedankenexperiment, welches einen Zustand zugrunde legt, der sich nahe am Ende des anstehenden Transformationsprozesses mit einer Erzeugungsquote von 100 Prozent aus Erneuerbaren Energien befindet. Dabei analysieren sie auch die Kapazitäten und Interessen der Bundesländer beim Zustandekommen eines Intra-Wettbewerbs.

    Description: Despite significant natural potential for renewable energy in Argentina and the political intention to generate 8% of electricity from renewable sources by 2017, by 2016 the share was only 1.95%. Although this aggregated picture appears unfavourable, several diverse initiatives promoting the development and application of decentralised renewable energy technologies are in place across the country. The aim of this study is to characterise those initiatives promoting decentralised renewable energy and to assess their potential role in inducing the wider transformation of the Argentinian energy system. To achieve this, we apply conceptualisations for the development of sociotechnical niches and use qualitative research techniques to characterise the sociotechnical dynamics of the decentralised renewable energy sector in Argentina. A niche in an advanced stage of development, in which lessons are systematically aggregated in networks, was identified and examples of generic lessons being used to frame new projects or programmes were also found. In addition to considering the internal niche development processes, we investigate how external factors affect the development of the niche. Finally, we suggest two possible development pathways by which the niche might exert stronger influence on the broader sustainability transformation of the Argentinian power system.

    Description: Für die Energiewende in Deutschland ist zeitnah ein nennenswerter Ausbau der Stromnetze auf Transport- und Verteilnetzebene erforderlich. Mittel- bis langfristig werden für die Umstellung der Strom- und Energieversorgung auf erneuerbaren Energien (EE) zusätzlich große Speicherkapazitäten benötigt. Dabei sind kostengünstige und mit minimalen Energieverlusten verbundene Speicher- und Erzeugungstechnologien anzustreben. Lösungsansätze dafür werden bisher überwiegend auf der Stromseite diskutiert. Chancen, die sich aus der Kopplung von Strom- und Gasnetzen ergeben, werden kaum wahrgenommen. Das erhebliche Lösungspotential der vorhandenen Gasinfrastruktur und -Anwendungstechnologien mittels Power-to-Gas sowie die damit verbundenen Auswirkungen auf eine nachhaltige Gestaltung der Energiewende finden zu wenig Beachtung. Vor diesem Hintergrund hatte das Forschungsvorhaben "Integration fluktuierender erneuerbarer Energien durch konvergente Nutzung von Strom und Gasnetzen - Konvergenz Strom- und Gasnetze" zum Ziel, unter Berücksichtigung der Kopplung von Strom- und Gasnetzen, (1) die Potenziale zur Aufnahme, Speicherung und Verteilung von EE zu bestimmen, (2) die dynamischen Energieströme aus Angebot und Nachfrage in der gesamten Energieversorgungsstruktur zu modellieren, (3) die Kopplung volkswirtschaftlich zu analysieren und (4) Handlungsempfehlungen für den Ausbau der Netzinfrastrukturen und die Entwicklung eines zukünftigen Energiemarktes abzuleiten.

    Description: In Argentina, renewable energies are promoted as a way of decarbonising the electricity mix and providing reliable energy services. The national goal is to generate 20% of electricity from renewable sources by 2025. However, despite significant natural potential, solar photovoltaic still represents only a small share of Argentina's total electricity generation. Although this picture may look bleak, a wide range of market segments relating to decentralised photovoltaic generation in Argentina have developed. The general objective of this study is to examine the dynamics that currently enable or constrain the diffusion of distributed photovoltaic systems in Argentina. By applying the Technical Innovation System (TIS) approach, the aim is to understand which functions of the system are strong/weak and how these are influenced by endogenous/exogenous system strengths and weaknesses. To that end, a mixed method research strategy is applied. The exploratory sequential research design allows first to explore system strengths and weaknesses based on qualitative approaches, and then to further analyse the contextual embeddedness and the level of importance of the identified variables using quantitative survey instruments. Thereby, this study provides an important analytical method that contributes to a more nuanced understanding of the interdependencies of the TIS. The empirical results indicate that system weaknesses are shaped to a large extent by the overall contextual dynamics - such as political instability, energy subsidies and high inflation rates. System strengths relate to both the TIS itself (particularly knowledge development through pilot projects and market formation through provincial and national support programmes), to contextual relationships (linked to the availability of educational institutions that enable the rapid diffusion of knowledge) and to the importance of rural areas as protected spaces for the application of photovoltaic systems. Consequently, the study highlights the challenges to overcome for the broader diffusion of distributed photovoltaic generation.
