    Abstract: Abstract. This study presents a new epistemological analysis of drought chronology through a well-defined methodology for reconstructing past drought series, as well as series of other associated ecological and societal impact variables. Instead of building a grading system based on mixed criteria, this method facilitates transparency in the reconstruction process and enables the statistical examination of all variables when building series. The data for the present study are derived mainly from the REACHES (Reconstructed East Asian Climate Historical Encoded Series) database; however, other archival documentary and index data from independent sources are also applied to understand drought narratives and to cross-check and validate the analysis derived from REACHES. From the time series analysis, six severe drought periods are identified in the Qing dynasty, and then a spatial analysis is performed to demonstrate the spatial distribution of drought and other variables in the six periods, as well as a social network analysis to reveal connections between drought and other ecological and societal variables. Research results clearly illustrate the role of human intervention in influencing the impacts of drought and their societal consequences. Particularly, the correlation between drought and socioeconomic turmoil is not strong; crop failure and famine are important intermediate factors, while ecological factors such as locust and disaster relief measures are all imperative to intervene between crop production and famine. Implications of the study on drought impact are provided, as well as the significance of drought on historical climate reconstruction studies.

    Abstract: This paper describes the methodology of an ongoing project of constructing an East Asian climate database REACHES based on Chinese historical documents. The record source is Compendium of Meteorological Records of China in the Last 3000 Years which collects meteorology and climate related records from mainly official and local chronicles along with a small number of other documents. We report the digitization of the records covering the period 1644–1795. An example of the original records is translated to illustrate the typical contents which contain time, location and type of events. Chinese historical times and location names are converted into Gregorian calendar and latitudes and longitudes. A hierarchical database system is developed that consists of the hierarchies of domains, main categories, subcategories, and further details. Historical events are then digitized and categorized into such a system. Code systems are developed at all levels such that the original descriptive entries are converted into digitized records suitable for treatment by computers. Statistics and characteristics of the digitized records in the database are described.

    Abstract: Abstract. Narrative evidence contained within historical documents and inscriptions provides an important record of climate variability for periods prior to the onset of systematic meteorological data collection. A common approach used by historical climatologists to convert such qualitative information into continuous quantitative proxy data is through the generation of ordinal-scale climate indices. There is, however, considerable variability in the types of phenomena reconstructed using an index approach and the practice of index development in different parts of the world. This review, written by members of the PAGES (Past Global Changes) CRIAS working group – a collective of climate historians and historical climatologists researching Climate Reconstructions and Impacts from the Archives of Societies – provides the first global synthesis of the use of the index approach in climate reconstruction. We begin by summarising the range of studies that have used indices for climate reconstruction across six continents (Europe, Asia, Africa, the Americas, and Australia) as well as the world's oceans. We then outline the different methods by which indices are developed in each of these regions, including a discussion of the processes adopted to verify and calibrate index series, and the measures used to express confidence and uncertainty. We conclude with a series of recommendations to guide the development of future index-based climate reconstructions to maximise their effectiveness for use by climate modellers and in multiproxy climate reconstructions.

    Abstract: Weather‐ and climate‐related hazards are responsible for monetary losses, material damages, and societal consequences. Quantifying related risks is, therefore, an important societal task, particularly in view of future climate change. For this task, climate risk assessment increasingly uses model chains, which mainly build on data from the last few decades. The past record of events could play a role in this context. New numerical techniques can make use of historical weather data to simulate impacts quantitatively. However, using historical data for model applications differs from using recent products. Here, we provide an overview of climate risk assessment methodologies and of the properties of historical instrumental and documentary data. Using three examples, we then outline how historical environmental data can be used today in climate risk assessment by (1) developing and validating numerical model chains, (2) providing a large statistical sample which can be directly exploited to estimate hazards and to model present risks, and (3) establishing “worst‐case” events which are relevant references in the present or future. The examples show that, in order to be successful, different sources (reanalyses, digitized instrumental data, and documentary data) and methods (dynamical downscaling and analog methods) need to be combined on a case‐by‐case basis.

    Abstract: The theoretical importance of understanding how livelihoods shape local vulnerability to the effects of climate change has received broad attention, but with relatively few attempts to produce and implement an analytical framework based on the theory. This study develops a livelihood vulnerability analytical framework, and applies it to the case of rural indigenous communities of T aiwan that are regularly exposed to typhoons and associated geological hazards. Measures of the factors influencing how typhoons impact these indigenous communities (sensitivities), and of the abilities of such communities to respond in anticipatory or reactive modes (adaptive capacities) are also included. The study is based on mixed qualitative and quantitative analysis, combining data from in‐person interviews and surveys from 2006 to 2009. Livelihood vulnerability narratives are developed accordingly, together with a spatially‐explicit livelihood vulnerability index to diagnose the dimensionality and the distribution of vulnerability across the area. Three patterns of livelihood vulnerability are found including least vulnerable communities in the remotest area with relatively abundant livelihood capitals to mitigate vulnerability, intermediate vulnerability communities which are doubly exposed to market and typhoon‐associated stresses, and the most vulnerable communities trapped in poverty and vulnerability loops. The patterns reveal strong spatial relationships of social development beginning with the Japanese colonial government (1895–1945) and continuing through the Kuomintang Chinese government (1945–present). This historical development shaped the original human‐environmental conditions in each community and the inequality continues to expand due to increased hazard risk and inappropriate policy interventions. This study highlights the need for future research to develop a continuous program for longitudinally tracking the dynamism of the three patterns of vulnerability.

    Abstract: Documentary climate data describe evidence of past climate arising from predominantly written historical documents such as diaries, chronicles, newspapers, or logbooks. Over the past decades, historians and climatologists have generated numerous document-based time series of local and regional climates. However, a global dataset of documentary climate time series has never been compiled, and documentary data are rarely used in large-scale climate reconstructions. Here, we present the first global multi-variable collection of documentary climate records. The dataset DOCU-CLIM comprises 621 time series (both published and hitherto unpublished) providing information on historical variations in temperature, precipitation, and wind regime. The series are evaluated by formulating proxy forward models (i.e., predicting the documentary observations from climate fields) in an overlapping period. Results show strong correlations, particularly for the temperature-sensitive series. Correlations are somewhat lower for precipitation-sensitive series. Overall, we ascribe considerable potential to documentary records as climate data, especially in regions and seasons not well represented by early instrumental data and palaeoclimate proxies.

    Abstract: The uptake of proven stroke treatments varies widely. We aimed to determine the association of evidence‐based processes of care for acute ischemic stroke ( AIS ) and clinical outcome of patients who participated in the HEADPOST (Head Positioning in Acute Stroke Trial), a multicenter cluster crossover trial of lying flat versus sitting up, head positioning in acute stroke. Methods and Results Use of 8 AIS processes of care were considered: reperfusion therapy in eligible patients; acute stroke unit care; antihypertensive, antiplatelet, statin, and anticoagulation for atrial fibrillation; dysphagia assessment; and physiotherapist review. Hierarchical, mixed, logistic regression models were performed to determine associations with good outcome (modified Rankin Scale scores 0–2) at 90 days, adjusted for patient and hospital variables. Among 9485 patients with AIS, implementation of all processes of care in eligible patients, or “defect‐free” care, was associated with improved outcome (odds ratio, 1.40; 95% CI, 1.18–1.65) and better survival (odds ratio, 2.23; 95% CI , 1.62–3.09). Defect‐free stroke care was also significantly associated with excellent outcome (modified Rankin Scale score 0–1) (odds ratio, 1.22; 95% CI , 1.04–1.43). No hospital characteristic was independently predictive of outcome. Only 1445 (15%) of eligible patients with AIS received all processes of care, with significant regional variations in overall and individual rates. Conclusions Use of evidence‐based care is associated with improved clinical outcome in AIS . Strategies are required to address regional variation in the use of proven AIS treatments.
